                          SCHROEDER TOWNSHIP

      Minutes for Regular Board Meeting of October 8, 2019

Present: Supervisors, Tina McKeever, Bruce Martinson, Rick Anderson; Clerk Doug Schwecke; Treasurer Carla Mennsen, Fire Chief Phil Bonin and residents of Schroeder. Absent: Commissioner Storlie

The meeting was called to order by T. McKeever at 7:00 PM.

R. Anderson moved to approve the agenda as presented. B. Martinson seconded. Motion carried.

T. McKeever moved to approve the minutes of Sept. 10, 2019 regular meeting as presented. R. Anderson seconded. Motion carried.

Treasurer’s Report:Treasurer Carla Menssen reported; Receipts for September totaled $45,676.10. Disbursements totaled $5,400.65. The ending checkbook balance, as of September 30, 2019, was $59,625.05, and a Total Balance of $194,777.97. B. Martinson moved to approve the treasurer’s report and to approve checks #4676-4706, with 4695 being voided, in the amount of $15,114.54. R. Anderson seconded. Motion carried.

Lodging tax was not yet reported for this month.

We received a check for $6,075.18 from Tofte/Schroeder Sanitary Sewer District. This is Schroeder’s share, about 34.6%, of levied money in their account after detachment expenses. Discussion on what to do with the money. There being no stipulation from TSSSD, we are able to use the money as we see fit. Suggestions included putting the money into the General Fund to be used for anything, special fund to be used for the Township’s sewer expenses or divided up by who paid it in and returning it to them. More research needs to be done before we can decide. T. McKeever moved to put the $6,075.18 from TSSSD into the General Fund for now and decide on how it will be used later. R. Anderson seconded. Motion carried. Bruce Martinson will check with Cook County Auditor to see if it is possible to determine who paid how much in the last levy for TSSSD. Thank you to Bruce Martinson and Charlie Muggley for all the work they put in to finally achieve detachment.

Fire Dept: Phil reported their meeting will be next week. Last month they checked equipment and reviewed training. Looking into purchasing a power washer and an infrared imager. Looking into grants to help purchase a newer truck. Carla Menssen will attend a class on grant writing, time and cost to be covered by Township.

Commissioner Storlie: Absent

Road and Bridge: Rick reported that the grader has been sold to Curt Laboda for $1,000. Laboda Grading will grade Sugarloaf Rd. this fall. Rick has contacted 3 contractors to get bids for replacing culverts next year.

Cemetery: Clerk reported that the damage to the entrance arch was not covered by our insurance. Clerk was instructed to add the cemetery arches to our insurance policy for $2,500 each at a cost of $15/yr.

Recreation:2 bids to plow the bike path were opened. Both bids were rejected as they both needed clarification. The Road committee will meet at 6 PM on Oct. 15 to clarify the bid requirements with Greg and Karl.

Maintenance: Tina will contact Federated Co-op about LP pricing.

Other Business: The MN Power CAP meeting has been moved to 5:30 PM on Dec. 5, at  Surfside.

Received Twp. roads certification, Forest Service- Tofte Landscape Project, MPCA- proposed changes to Class 2&7 water designations, NPO Litigation

Public Comments: Charlie Muggley recommended the Board consider upgrading the kitchen to improve space usability and electrical requirements. Rick Anderson asked that our Arrowhead Electric Co-op representative, Don McKeever, be invited to attend one of our upcoming meetings.

R. Anderson moved to adjourn. B. Martinson seconded. Motion carried. Adjourned at 8:44 PM.
