                          SCHROEDER TOWNSHIP

      Minutes for Regular Board Meeting of Jan. 8, 2019

Present: Supervisors, Tina McKeever, Bruce Martinson, Rick Anderson; Clerk Doug Schwecke; Deputy Clerk Gale Ring; Treasurer Carla Menssen; Fire Chief Phil Bonin, Commissioner Storlie and residents of Schroeder.

The meeting was called to order by B. Martinson at 7:00 PM.

T. McKeever moved to approve as presented. R. Anderson seconded. Motion carried.

T. McKeever moved to approve the minutes of Dec. 11, 2018 regular meeting as presented. R. Anderson seconded. Motion carried.

Treasurer’s Report: Treasurer Carla Menssen reported-Receipts for December totaled $1,981.34. Disbursements totaled $15,310.44. The ending checkbook balance, as of December 31, 2018, was $14,823.30, and a Total Balance of $149,658.86. T. McKeever moved to approve the treasurer’s report and to approve checks #4512-4526 in the amount of $6,356.09. R. Anderson seconded. Motion carried.

Lodging tax debit slips – none this month

Fire Dept: Phil reported that this month’s meeting will be next Monday evening. No calls last month. Looking into applying for a grant to upgrade equipment. They will be viewing respiratory training films next month. Attendance has been very good. 

Commissioner Storlie: reported that all the newly elected county officials have taken their oaths of office. At their organizational meeting she was again elected as Chair. Meeting will be the 2nd and 4th Tuesdays of the month. Committee of the Whole will follow their last meeting of the month. Townhall meeting are also planned but not yet scheduled.

Road and Bridge: In retrospect, it was a good thing we got Sugarloaf Rd. brushed before that last heavy snowstorm. Cleanup of downed trees and brush would have been costly. Rick is planning to attend a class on culvert maintenance in Duluth in March. Rick presented a summary sheet of all the road projects completed last year. It will be distributed at the annual meeting as well. Discussed putting any leftover money from the R&B Fund into a Road Improvement Fund for major projects in the future. Lambs trucking report showed 5 truckloads delivered to his solid waste facility at 735 Cramer Rd. in 2018.

Cemetery: nothing

Recreation: Plowing of the Gitchi-Gami Trail is greatly appreciated as it is being used extensively for walking this winter. Bruce explained about a property line dispute adjacent to a Schroeder Place parcel. When Schroeder Place was platted, an easement for a strip of land was given to Schroeder Township to be used as a trail. For information only, no action taken.

Maintenance: Discussed waxing the townhall floor.

Other Business: TSSSD- Waiting for the 40 days after publication to pass before our petition to detach can be presented to MPCA. BGCC- reviewed information received to date. No action taken. The candidate filing period for 2019 runs until Jan. 15. Offices available are: Supervisor, 3 years and Treasurer, 2 years. T. McKeever moved to approve Jan Dillon, LaVonne Anderson, Judy Gregg and Doug Schwecke to be Election Judges and Absentee Ballot Board. R. Anderson seconded. Motion carried. T. McKeever moved to approve the meeting schedule as presented and to have it posted. R. Anderson seconded. Motion carried. Discussed obtaining a credit card for the township. Clerk was asked to proceed with an application and develop policy for its use. A preliminary budget worksheet was distributed. 2019 budget will be set at the Feb. meeting.

Correspondence: Sent– application for gravel pit CUP renewal

Received application for gravel pit CUP renewal, IRRRB resource guide, RAMS annual meeting & election 1/10/19

Public Comments: Skip Lamb asked the Supervisors to urge the county to upgrade Cramer Rd to a 10 ton road to improve business development. Also, he felt TSSSD could be another important source of funding for future development.

T. McKeever moved to adjourn. R. Anderson seconded. Motion carried. Adjourned at 8:35 PM.
