                          SCHROEDER TOWNSHIP

      Minutes for Regular Board Meeting of July 9, 2019

Present: Supervisors, Tina McKeever, Bruce Martinson, Rick Anderson; Clerk Doug Schwecke; Treasurer Carla Menssen; Deputy Clerk Gale Ring; Fire Chief Phil Bonin, and residents of Schroeder.

The meeting was called to order by T. McKeever at 7:00 PM.

R. Anderson moved to approve the agenda as presented. B. Martinson seconded. Motion carried.

R.  Anderson moved to approve the minutes of June 11, 2019 regular meeting as presented. B. Martinson seconded. Motion carried.

Treasurer’s Report: Treasurer Carla Menssen reported: Receipts for June totaled $18,770.54 Disbursements totaled $4,614.00. The ending checkbook balance, as of June 30, 2019, was $19,239.07, and a Total Balance of $154,386.23. R. Anderson moved to approve the treasurer’s report and to approve checks #4635-4655 in the amount of $5,872.23. B. Martinson seconded. Motion carried.

Lodging tax collected for April 2019 was $562.06.

Commissioner Storlie: not present

Fire Dept: Phil reported that at last night’s meeting, Charlie Bonin was elected Asst Chief. The 3 local departments met with a MN Power engineer to review water access at Tac Harbor last month. More training is being scheduled.

Road and Bridge: Rick reported that the road committee met and ordered 5 culverts to keep on hand. Will probably not install any this year except in an emergency situation. Discussed signage on the 3 paved township roads. Decided not to install weight limit signs at this time. T. McKeever moved to approve purchase and installation of “Children at Play” signs, and any other worn out or damaged signs as needed. B. Martinson seconded. Motion carried.

Cemetery: Bruce reported that the damaged arch is being repaired and will be repainted at the same time. Discussed requiring any large backhoes to request permission before digging in the cemetery. Decided that the supervisor in charge of the cemetery already had the right to request information on who would do the digging when requested to mark out gravesites.

Recreation: Discussed options for plowing the bike path this winter. T. McKeever moved to ask for bids on plowing the bike path, for one year with a $3,000 limit, to be published in September and due for the October meeting.

Maintenance: Clerk will inform Karl that he has until Sept. 10 to paint the porch or we will hire someone else. Looked at restroom and discussed option for making them ADA compliant. T. McKeever moved to remodel the men’s restroom to make it a Unisex ADA compliant bathroom and to leave the women’s restroom as is. R. Anderson seconded. Motion carried. Discussed what to do about the septic system as it backed-up into the firehall again after the last wedding party in the town hall. Decided that we needed to see if the problem is with the septic line or the pump in the tank. R. Anderson moved to have G&G Septic scope the line and pump the tank if needed. If the problem is not in the line, to then contact Scott Robinson to work on the rest of the system. B. Martinson seconded. Motion carried. After more discussion, R. Anderson moved to replace our old toilets with new low-flow toilets. B. Martinson seconded. Motion carried. This alone should cut our water usage in half. Discussed the need for a new vacuum cleaner for the new entryway rugs. Rick will order one.

Other Business: TSSSD- The Final Order for our petition to detach has been signed by the Office of Administrative Hearings and the process should be completed shortly. Discussed the 2020 budget. We will need to increase the Rec. Fund by $3000 to cover plowing costs. Supervisors recommend setting the levy for 2020 at $50,000.

Public Comments: Patrick Burns was here to introduce himself, as he and his family just opened “North 61”, a new business in Schroeder, occupying the old gas station building. He was welcomed to Schroeder and shared ideas for increasing traffic into his store.

R. Anderson moved to adjourn. B. Martinson seconded. Motion carried. Adjourned at 8:49 PM.
