                          SCHROEDER TOWNSHIP

      Minutes for Regular Board Meeting of December 10, 2019

Present: Supervisors, Tina McKeever, Rick Anderson, Bruce Martinson; Clerk Doug Schwecke; Treasurer Carla Mennsen, Fire Chief Phil Bonin, and residents of Schroeder. Absent: Commissioner Storlie

The meeting was called to order by Chair T. McKeever at 7:00 PM.

R. Anderson moved to approve the agenda with the additions of a meeting date with SAHS and Post Office hours. B. Martinson seconded. Motion carried.

R. Anderson moved to approve the minutes of Nov. 12, 2019 regular meeting as presented. T. McKeever seconded. Motion carried.

Treasurer’s Report: Treasurer Carla Menssen reported; Receipts for November totaled $26,464.76. Disbursements totaled $3,986.20. The ending checkbook balance, as of November 30, 2019, was $66,989.38, and a Total Balance of $202,146.13. B. Martinson moved to approve the treasurer’s report and to approve checks #4726-4740, in the amount of $5,885.10. R. Anderson seconded. Motion carried.

Lodging tax for September was $5,030.72 and October was $3,035.09.

Fire Dept: Phil reported they had a good turnout at their meeting last night. The old brush truck was dug out of the snowbank and is now removed. Looking at purchasing an infrared imager and maybe replacing some of the older helmets. Otherwise pretty quiet, no fires, couple of accidents. 

Commissioner Storlie: absent

Road and Bridge: Rick reported that roads are looking pretty good, even with all of the snow we have received this early. The road committee will continue to work on refining the plowing guidelines.

Cemetery: Nothing. Clerk was asked to present current plot prices at the Jan. meeting.

Recreation: Nothing

Maintenance: Kitchen remodel to be discussed at the Annual meeting. Discussed townhall rental rates and use of the Boardroom with the townhall rental. Decided that the Boardroom will not be included in the regular townhall rental, the only exception being The North Country Bazaar. Rental rates to stay the same, with the change in wording from “Local” to “Schroeder resident”.

Other Business: Carla Mennsen and Gregg Westigard reported on their meeting with VisitCookCounty. It was informative and will remain a work in progress. Discussed the possibility of keeping some of the lodging tax money for use here in Schroeder. Carla will check with Auditor Powers about what agreements are currently in force. Discussed letter to MAT concerning the possibility of a sale of the CRHC building to SAHS.  At the MN Power CAP meeting on Dec. 5, a change of plans was revealed. The power plant will now stay on standby until 2022, with the addition of a solar panel generation site. There will be no sales of the peripheral properties until the power plant site is sold or repurposed. B. Martinson moved to approve Resolution 2019-02, a resolution designating the Townhall as the polling place for Schroeder in 2020. R. Anderson seconded. Motion carried. The candidate filing period for the March 10 election is from Dec. 31, 2019 until Jan 14, 2020. Supervisor Rick Anderson’s position and the Clerk’s positions will be on the ballot. Discussed having the Post Office open in the morning rather than the afternoon, as it is now. Clerk was asked to put it on the agenda for the annual meeting.

Public Comments: Bruce Martinson commented that the PILT payments mentioned in Commissioner Storlie’s report last month come from the Federal Government not the State.

T. McKeever moved to adjourn. R. Anderson seconded. Motion carried. Adjourned at 8:42 PM.
