      Minutes for Regular Board Meeting of Dec. 11, 2018

Present: Supervisors, Tina McKeever, Bruce Martinson, Rick Anderson; Clerk Doug Schwecke; Treasurer Carla Menssen; Fire Chief Phil Bonin, Commissioner Storlie and residents of Schroeder.

The meeting was called to order by B. Martinson at 7:00 PM. 

R. Anderson moved to approve the agenda, with the addition of “MN Power valuation” under Other Business. T. McKeever seconded. Motion carried.

R. Anderson moved to approve the minutes of Nov13, 2018 regular meeting as presented. T. McKeever seconded. Motion carried.

Treasurer’s Report: Treasurer Carla Menssen reported-Receipts for November totaled $23,303.85. Disbursements totaled $3,391.01. The ending checkbook balance, as of November 30, 2018, was $28,154.34, and a Total Balance of $162,987.96. T. McKeever moved to approve the treasurer’s report and to approve checks #4480-4511 in the amount of $15,310.44. R. Anderson seconded. Motion carried. This includes $4500 for brushing Sugarloaf Rd and $3400 to prepay LP.

Lodging tax debit slips for Sept.($6,271.59) & Oct.($4,190.64) 2018 were approved and signed.

Fire Dept: Phil reported they had a meeting last night. They discussed water sources as Tofte’s pump is currently down. For now water will be sourced at Tac Harbor or the ski hill. Still waiting on having the brake lines on #2 pumper replaced. The radios have been updated by the county.

Commissioner Storlie: reported that the Emergency Management Committee met and ran through different scenarios that could possibly affect Cook County. Truth-in-Taxation meeting was held with a smaller turnout than last year. The Commissioners approved the budget with a 5.99% levy increase. She attended the MN Assoc. of Counties meeting in Bloomington to discuss priorities for the 2019 Legislative session.

Road and Bridge: Sugarloaf Rd has been brushed. It has improved visibility and general appearance greatly. The Road Committee will work to update the road maps to include all underground utilities in our right-of-way.

Cemetery: Discussed obtaining some black dirt to fill in any spots that settle to promote better grass growth. Also suggested to somehow hide or dress up the water tank.

Recreation: Nothing currently but will need to check over the dock at Dywers Lake next spring.

Maintenance: Faucets have been installed.

Other Business: TSSSD- Waiting to find out about a misprint in the publication of our resolution to detach. It might have to be published again, which would delay the process by 40 days. Copies of the Cross River Heritage Center lease and related info were distributed for study. R. Anderson moved to approve Resolution 2018-06, a resolution to designate Schroeder Townhall as the polling place for 2019. T. McKeever seconded. Motion carried. Rick reported on an email from Lutsen Clerk, Sharon Hexum-Platzer about what it would cost, per $100,000 valuation, township residents to help support Birch Grove Community Center: Schroeder($7000)-$5.90, Tofte($14,000)-$5.60, Lutsen($7000)-$2.40. Discussed how the shut down of Tac Harbor Energy Center could affect the tax valuation. It is currently valued at $10,685,000. If the valuation goes down it would shift more of the tax burden to residential. Filing period for township offices is Jan 1-15, 2019.
