                          SCHROEDER TOWNSHIP

      Minutes for Regular Board Meeting of Dec. 13, 2016

Present: Supervisors, Tina McKeever, Roger McKeever, Bruce Martinson; Clerk, Doug Schwecke; Treasurer Alicia Kangas; Fire Chief, Phil Bonin; Commissioner Ginny Storlie, Deputy Clerk Gale Ring, and residents of Schroeder.

The meeting was called to order by T. McKeever at 7:00 PM.

B. Martinson moved to approve the agenda as presented. R. McKeever seconded. Motion carried.

B. Martinson moved to approve the minutes of Nov. 9, 2016 regular meeting and public hearing on revisions to the Land Use Plan. R. McKeever seconded. Motion carried.

Treasurer’s Report: Receipts for November totaled $16,264.26. Disbursements totaled $4,087.75. The ending checkbook balance as of November 30, 2016 was $71,452.61, and a Total Balance of $215,929.67. R. McKeever moved to approve the treasurer’s report. B. Martinson seconded. Motion carried.

R. McKeever moved to approve checks #3931-3953 in the amount of $6,644.65. B. Martinson seconded. Motion carried.

Lodging tax debit slip for Sept., $5,767.59, was approved and signed.

Commissioner Storlie: reported that the Commissioners attended the MN All-county conference. She participated in open meeting law and leadership short courses. Cook County received awards for telecommunication in health initiatives and soil and water stewardship. About 100 people attended the Truth in Taxation meeting last week, with most of them expressing concern about the proposed 19% increase in the budget. At their last board meeting a motion was passed to limit the increase to 9.9%, meaning a lot of work still needs to be done to decide what will be cut to achieve that goal.

Fire and Rescue: Phil reported they held their meeting last night. One prospective new member attended. No calls last month. With the process being longer than expected it looks like the Relief Assoc. probably will not get switched over to PERA this year. Rescue squad members are attending classes to enable them to administer some medications, such as epi shots and glycerin tablets. The rescue sled, which cost $6,160, should make rescue operations on the trails much safer and easier. All 3 townships contributed towards the purchase, along with a grant. Haven’t received an estimate yet on the tiling job in the fire hall.

Road and Bridge: Curt Laboda will train Karl Crawford on use of the plow truck. If the snow gets too deep for our plow around the landfill, Dave Rannetsberger should be contacted to bring in heavier equipment. Clerk was asked to talk to Karl about removing all the snow from in front of the fire hall doors.

Cemetery: nothing

Recreation: nothing

Maintenance: Discussed what could be done about a leak in the town hall roof. We will have to watch and see if it is a problem until next spring. The Board was asked to sort through the stuff in the storage room in the fire hall to see what can be thrown, as it is getting very cluttered. B. Martinson, D. Schwecke and G. Ring volunteered to look it over this winter.

Other Business: The final draft of the revised Schroeder Township Land Use Plan was presented. B. Martinson moved to approve the Schroeder Township Land Use Plan as presented and forward it on to Cook County Planning & Zoning to be approved and adopted by the Cook County Commissioners. R. McKeever seconded. Motion carried. Thank you to the committee for all their work. No nominations were forthcoming for the RAMS board of directors. T. McKeever moved to approve Resolution 2016-04, a resolution approving support of the 4th of July celebration in Tofte, in the amount of $1,500 (attached). R. McKeever seconded. Motion carried. A letter from Llyod Geillinger was read, requesting the Board to consider supporting the senior lunch at Birch Grove. Discussion ensued as to the need, benefits and an appropriate amount. This is one of the donations approved by the OSA. It was tabled until Jan. to gather information on the actual costs of the program. Clerk announced the filing period for the annual election is from Jan. 3 – Jan. 17, 2017. Supervisor Roger McKeever’s and Treasurer Alicia Kangas’s terms are up for election.

Correspondence: Sent– gravel permit

                        Received gravel pit CUP approval, Arrowhead Grant Assistance Program

Public Comments: Rick Anderson said he appreciated the Board looking into supporting the senior lunch, as he feels it is one of their better programs. Charlie Muggley asked if the Board was considering trying to recover the money that was given to Birch Grove School, as support for the school was not approved by the OSA.

B. Martinson moved to adjourn. R. McKeever seconded. Motion carried. Adjourned at 8:30 PM.

                                            Resolution # ___2016-04______________

WHEREAS, Minn. Statute 365.10, subd. 12, gives the Town authority to support a community celebration, with authorization by the qualified voters of the Town, and;

WHEREAS, the qualified voters at the Annual Meeting of Schroeder Township, held on March 8, 2016, did by motion made, seconded and unanimously carried, to authorize the Town Board of Supervisors to offer support for the 4th of July celebration in Tofte, in the amount of $1,500, and;

WHEREAS, the Town Board of Supervisors find the expenditure of funds to be for a public purpose and in the interest of the Town;

NOW, THEREFORE BE IT RESOLVED, that the Town Board of Supervisors approve the transfer of funds in the amount of $1,500 to Tofte Township, to be used for the community celebration on July 4, 2017.   These funds will be transferred _____June, 2017________.
