      Minutes for Regular Board Meeting of February 11, 2020

Present: Supervisors Rick Anderson, Bruce Martinson; Clerk Doug Schwecke; Treasurer Carla Mennsen, Fire Chief Phil Bonin and residents of Schroeder. Absent: Supervisor Tina McKeever and Commissioner Storlie

The meeting was called to order by Vice-Chair B. Martinson at 7:00 PM.

R. Anderson moved to approve the agenda as presented. B. Martinson seconded. Motion carried.

R. Anderson moved to approve the minutes of Jan. 14, 2020 regular meeting as presented. B. Martinson seconded. Motion carried.

Treasurer’s Report: Treasurer Carla Menssen reported; Receipts for January totaled $356.49. Disbursements totaled $11,888.61. The ending checkbook balance, as of January 31, 2020, was $51,899.83, and a Total Balance of $187,236.37. R. Anderson moved to approve the treasurer’s report and to approve checks #4763-4779, in the amount of $7,279.11. B. Martinson seconded. Motion carried.

Lodging tax numbers for December were not yet available.

Fire Dept: A report from PERA showed our Volunteer Firefighter Plan had a $43,105 increase, with an ending balance of $240,949.98 as of 12/31/19. Phil reported they discussed attendance policy and this year’s budget needs at last night’s meeting. Looking into refurbishing the older tanker truck with a new tank and pump rather than purchasing a new one. All outdated equipment has been donated for use in developing countries. No fire calls last month, just a couple of accidents.

Commissioner Storlie: Absent

Road and Bridge: Rick reported that he has met with the county to obtain the required permits to replace culverts this summer. Karl Crawford will not be renewing his plowing contract for next year.

Cemetery: Nothing.

Recreation: Nothing

Maintenance: Rick will try to get cost estimates for the remodeling projects on the townhall before the annual meeting.

Other Business: The 2020 budget was discussed. R. Anderson moved to approve the 2020 Budget as follows: General-$67,000 (includes $20,000 remodeling cost & $7,000requests for support), Road&Bridge-$35,000, Cemetery-$2,500, Recreation-$7,500, Fire Dept.- $26,500 (includes $4,000 loan payment), Fire Relief-$0, Rescue Squad-$11,000,      TOTAL– $149,500           Estimated Receipts- $133,500. B. Martinson seconded. Motion carried. Clerk and Treasurer will make the necessary interfund transfers to set the beginning fund balances to reflect the approved budget. While it has been done in the past to reimburse officers for training, the following motion was made to clarify policy. R. Anderson moved to approve training for all township officers through Mn Assoc. of Townships short courses. Registration costs, regular hourly pay while at the training and mileage to and from will be covered. Any other training programs should be approved prior to attending. B. Martinson seconded. Motion carried.
