      Minutes for Regular Board Meeting of April 10, 2018

Present: Supervisors, Tina McKeever, Bruce Martinson, Rick Anderson; Clerk Doug Schwecke; Treasurer Carla Menssen; Deputy Clerk Gale Ring, Commissioner Storlie and residents of Schroeder. Absent: Fire Chief Phil Bonin

The meeting was called to order by B. Martinson at 7:25 PM.

  1. Anderson moved to approve the agenda with the change of moving Comm. Storlie to after the approval of the minutes. T. McKeever seconded. Motion carried.
  2. McKeever moved to approve the minutes of March 12, 2018 regular, the Board of Canvas on March 13, and the special meetings of March 20 & 27 as presented. R. Anderson seconded. Motion carried.

Commissioner Storlie: New county engineer, Krysten Foster, will be looking at using MN Power’s maintenance building for the county highway dept. Last month Ginny attended a meeting with State Legislators and attended the Natl. Assoc. of Counties convention in Washington D.C. She discussed the opioid epidemic and PILT payments with MN Senators and Congressmen. B. Martinson mentioned that we will need the county engineer to approve our State Park Road funding for repaving Baraga Cross and Schroeder Tote Roads. Ginny will set up a meeting. Discussed an agreement between Cook County and MNDNR to provide a new dock and landing at Dywer’s Lake. Bruce mentioned that the County should record a prescriptive easement to retain public access to the lake. Tabled to May to rewrite a resolution.

Treasurer’s Report: Treasurer Carla Menssen reported-Receipts for March totaled $31,340.09. Disbursements totaled $20,308.98. The ending checkbook balance, as of March 31, 2018, was $92,671.02, and a Total Balance of $237,715.63. T. McKeever moved to approve the treasurer’s report. R. Anderson seconded. Motion carried.

  1. Anderson moved to approve checks #4296-4315 in the amount of $7,783.75. T. McKeever seconded. Motion carried.

Lodging tax debit slip for Jan. 2018 of $822.22, was approved and signed.

Reorganization: T. McKeever moved to appoint B. Martinson as Chair and T. McKeever as Vice Chair for the coming year. R. Anderson seconded. Motion carried. T. McKeever moved to assign department heads as follows, Road & Bridge- R. Anderson, Cemetery-B. Martinson, Recreation- T. McKeever. R. Anderson seconded. Motion carried. T. McKeever moved to designate Cook County News Herald as the official newspaper. R. Anderson seconded. Motion carried. T. McKeever moved to keep the posting places the same. R. Anderson seconded. Motion carried. T. McKeever moved to approve Grand Marais State Bank as our official depository. R. Anderson seconded. Motion carried.

Compensation review was tabled until June. No conflicts of interest were known of at this time.

Fire Dept: Phil was absent. Clerk will check on getting a new cost analysis from PERA to see about raising the retirement benefit levels. OSHA- The Notice to Contest has been filed. Waiting to hear on a date for the informal conference.

Road and Bridge: R. Anderson reported that we have 2 quotes for repaving. Need to verify pricing and scheduling. We have one quote for hauling and spreading gravel on Sugarloaf Rd. Currently waiting for a second quote. Discussed stockpiling some gravel by the ball field.

Cemetery: nothing

Recreation: We have received a $250 grant from Great Place Project for a dog waste station and gating to be used by the ball field/dog park. Clerk will arrange to have a portapotty for Harbor Park from Memorial Day through MEA weekend and will contact Karl to put the dock in. Road committee is checking on a grant to fix an erosion issue at Harbor Park. T. McKeever moved to authorize Chair Bruce Martinson to sign a cooperative agreement with MNDNR to plow the bike path. R. Anderson seconded Motion carried.

Maintenance: Karl is scheduled to paint the steps this summer. Rick will contact Brock Evenson to replace faucets in both bathrooms.

Other Business: TSSSD- nothing new T. McKeeveer moved to approve Resolution 2018-02, a resolution approving $1,500 to Tofte Township for the 4th of July celebration in 2019. R. Anderson seconded. Motion carried. Support for Birch Grove Community Center was tabled pending more information from Tofte. Clerk will post a notice of a possible quorum for the WECONNECT meeting. Discussed concerns expressed by Llyod Geillinger. Tina will contact MNDOT about getting the cross walks at Cross River repainted.
