      Minutes for Regular Board Meeting of March 13, 2017

Present: Supervisors, Tina McKeever, Roger McKeever, Bruce Martinson; Clerk Doug Schwecke; Treasurer Alicia Kangas; Deputy Clerk Gale Ring, Fire Chief Phil Bonin, and residents of Schroeder.

The meeting was called to order by T. McKeever at 7:02 PM.

R. McKeever moved to approve the agenda with the addition of an update on the Birch Grove taskforce. B. Martinson seconded. Motion carried.

B. Martinson moved to approve the minutes of Feb. 14, 2017 regular meeting. R. McKeever seconded. Motion carried. T. McKeever moved to approve the minutes of the Board of Audit. B. Martinson seconded. Motion carried.

Treasurer’s Report: Receipts for Feb. totaled $6,200.54. Disbursements totaled $10,039.97. The ending checkbook balance, as of Feb. 28, 2017, was $56,210.50, and a Total Balance of $200,792.39. R. McKeever moved to approve the treasurer’s report. B. Martinson seconded. Motion carried.

R. McKeever moved to approve checks #3995-4014 in the amount of $16,036.97. B. Martinson seconded. Motion carried.

Lodging tax debit slip for Dec. 2016 of $1,434.16, was approved and signed.

Commissioner Storlie: was absent.

Road and Bridge: Bill McKeever reported that the roads are in good shape right now, but is worried that the unusually warm weather right now could lead to problems with rutting. Will probably need about 100 yds. of gravel for Sugarloaf this year.

Cemetery: Bruce and Doug will see how many lots are available for sale. Clerk has received 3 inquiries about bids for mowing. They are due April 1.

Recreation: Gale will apply for a Great Race grant to install a put & take library by the Town Hall.

Maintenance: Clerk mentioned the leak in the roof will need to be fixed when the weather warms up. A church group that is renting the Town Hall for 5 days was asking if it would be alright if they rented a small dumpster for garbage. It was approved, provided they pay for it and make sure everything is cleaned up when they leave. Waxing the hall floor was discussed. T. McKeever moved to approve hiring Jerry Lawrence and Art Anderson to strip and wax the floor at $20/hr. R. McKeever seconded. Motion carried. T. McKeever moved to approve trading town hall rent for new tables purchased by North Country Bazaar. R. McKeever seconded. Motion carried. Gale will inform them with a letter, which will also be kept on file.

Fire & Rescue: Phil reported that the fire dept. was also meeting now and doing some equipment checks. Last month they responded to 1 accident call and 1 false alarm. All firefighters will be receiving hepatitis B vaccine which will be paid for through a grant. The new members are all undergoing their initial fire training. At over 100 hours, it is a big commitment. A representative from PERA will be here at 7 PM, April 10, to explain about switching the Fire Relief to PERA. Don Larson will begin the tiling project shortly.

Other Business: Wording changes to the loan program were discussed. The changes, presented by B. Martinson, clarify the release of money upon receipt of invoices. T. McKeever moved to approve having the Clerk make the changes as discussed. R. McKeever seconded. Motion carried. Bruce reported that Tofte Township Board does not want to disband TSSSD. They would also like to use TSSSD funds for Tofte town hall’s septic system. Bruce, Charlie Muggley and Rick Anderson will continue to work towards Schroeder detaching from TSSSD. The Birch Grove Taskforce is still working toward redefining funding and programing at Birch Grove Community Center. One option, which will be presented at tomorrow night’s annual meeting, would be to have the school take over administration of W.E.CONNECT’s programs. More to follow. The Local Board of Appeals & Equalization will be before our next meeting, 6 PM, April 11. No changes to the proposed Annual Meeting Agenda.
