SCHROEDER TOWNSHIP

                Minutes for Regular Meeting of Aug. 12, 2015

 

Present:  Supervisors Tina McKeever, Roger McKeever, Bruce Martinson; Clerk, Doug Schwecke; Treasurer, Alicia Kangas; Fire Chief, Phil Bonin; Commissioner, Ginny Storlie; Assistant Clerk, Gale Ring; residents of Schroeder.

 

The meeting was called to order by T. McKeever at 8:37 PM, following the adjournment of the Annual meeting.

 

The agenda for Aug. 12, 2015 was presented. Commissioner Storlie was moved forward. R. McKeever moved to approve agenda as amended.  B. Martinson seconded.  Motion carried.

 

Commissioner Storlie: reported that the Commissioners voted 4-1 to approve opening part of the Gunflint Trail for ATV use. Also a telecommunication center will be set up at Birch Grove Community Center with money from a Blandin Foundation grant, as a one year trial. They have received many requests for non-mandated funds, and $40,000 will need to be trimmed from these to keep the budget in line. She introduced Jeff Caldwell as our new County Administrator. He stated his first priority will be to make sure all departments are running as efficiently as possible. He invited that anyone with concerns or questions contact him.

 

The minutes of July 14, 2015, 2015 were presented. R. McKeever moved to approve the minutes of July 14, 2015 as amended. B. Martinson seconded.  Minutes approved.

 

Treasurer’s Report:  Receipts for July totaled $7,078.96.  Disbursements totaled $4,022.89.  Ending checkbook balance as of July 31, 2015 was $61,525.70. T. McKeever moved to have $5,000 transferred from checking to our money market acct. B. Martinson seconded. Motion carried. B. Martinson moved to approve the Treasurer’s report.  R. McKeever seconded.  Motion carried.  B. Martinson moved to approve checks 3599- 3624 in the amount of $3,712.80.  R. McKeever seconded.  Motion carried.

Lodging Tax debit slip for June in the amount of $3,159.61 was approved and signed.

 

The Board discussed setting up a procedure to streamline the process for requests for support. Clerk presented what Tofte has in place now. Supervisors will study this and hopefully have something in place by Nov. This will also help decide this issue by the annual meeting each year. After discussion on the tabled request from Lutsen Alpine Ski Team, R. McKeever moved to approve $500. B. Martinson seconded. Motion carried. Clerk will write a resolution for this to be included in the resolutions for support to be considered at the Sept. 8 meeting.

 

 

SAHS:  Linda Lamb mentioned that John Schroeder Days will be this Saturday, Aug. 15. Activities include a pancake breakfast by the Fire Dept., a talk about the old dams on the Cross River, a sawmill tour, a historical walk and this year’s exhibit, Resorts-Past and Present. Next year’s exhibit will be Taconite Harbor Revisited.

 

Fire and Rescue: Had a meeting last evening.  There were no fire calls, but a few accident calls.  They are still shopping for an air compressor. They’re working to bring their by-laws in line with the State of MN requirements. T. McKeever moved to raise stipends to $15/hr for fire calls and $10/meeting. B. Martinson seconded. Motion carried.

 

Road and Bridge: Will try to have at least one culvert replaced yet this year. Road committee will have some proposed projects and costs in Sept. B. Martinson found some easements concerning Schroeder Tote Rd. and Skou Rd. to be kept on file.

 

Cemetery: Discussed proposal to allow more than one urn/plot. Will be presented to the voters next March.

 

Recreation: Nothing new except removing dock and port-a-potty this fall.

 

Maintenance: Discussed spraying for flies. Clerk to watch how bad they get. Clerk asked to contact Karl Crawford to see if he would paint the deck and railing.

 

Other Business: A public meeting will be held for the proposed new Cook County Land Use Plan at 6:30 on Sept. 14. A request was received from Tofte Township asking that Schroeder Township reimburse them for one half of the $4,800 given as a stipend to the Rescue Squad members for meetings, training and calls. Clerk was asked to get verification that this amount was for Rescue only and not including their fire dept. There will be a CAP meeting next Monday about Taconite Harbor shutdown. Our representatives will report back in Sept. Supervisors received a letter from SAHS. Tabled until Sept. 2016 Town Aid will be $4,179.
